R.E. “Tuck” Duncan, Duncan Law Office, Topeka
This program will include a brief history of Kansas's liquor laws to set the context for the role of the producer in Kansas' beverage alcohol system.  Mr. Duncan will discuss the Kansas Liquor Control Act, the Drinking Establishment Act and their interrelationship with each other and the various other acts governing Kansas' liquor laws.  Mr. Duncan will discuss the state and federal licensing requirements for Kansas based microbreweries, wineries and microdistilleries, as well as the special federal (Trade and Tax Bureau, TTB) labeling and formula requirements.  He will describe the privileges of each license and how the Kansas producer functions within the three tier system of distribution.  The seminar will also describe Kansas' wine shipping laws as they effect wineries and consumers.

 Currently General Counsel, Kansas Wine & Spirits Wholesalers Association.  Mr. Duncan is the principal in R.E. “Tuck” Duncan, Attorney at Law LLC.   Mr. Duncan is also a principal in the government affairs company Capitol Connection Kansas LLC.  Mr. Duncan has made numerous presentations regarding beverage alcohol laws at the National Conference of State Liquor Administrators and the National Alcohol Beverage Control Association and other associations, including the National Conference of State Legislatures.  He writes a monthly column on liquor issues for the Kansas Beverage News.   Mr. Duncan has spoken at various continuing legal education seminars, including his ethics presentation on “View from the Pro Tem Bench.” Married 42 years to Kathleen Allen Duncan, father and proud grandfather.
