Pre-Conviction Forfeiture of Animals: The Journey Home
Animals seized in animal cruelty cases traditionally languished in animal shelters during the months to years for the case to be heard. The drain on government resources and details about the treatment of animals housed prompted the American Bar Association to adopt a resolution in 2011 urging local and state governments to establish timely disposition or cost of care for all animals seized and impounded. This program will center around animals seized under the state statute for animal cruelty, K.S.A. 21-6412, specifically the option for early transfer of ownership prior to the disposition of the case. This program will cover the definition of animal cruelty, the history of the Kansas early forfeiture of animals section, supporting case law, options for animals seized under local ordinances, and what the early forfeiture process looks like in practice.

Katie is a graduate of the University of Kansas School of Law. During law school she worked as a contract lobbyist for Best Friends Animal Society and as a legislative attorney upon graduation. After traveling across the country working with animal shelters and local governments, Katie opened Barnett Law Office in Lawrence, KS, in 2012, where she focuses animal law and municipal law; representing pet owners, municipalities, nonprofit and municipal animal shelters, and training law enforcement on animal issues.
