Legislative Policy Statements
FOREWORD
In 1983, because of diminishing numbers of attorneys serving
in the Kansas legislature, our members requested the KBA
exert a stronger presence in that body. The Board of Governors
responded with a full-time commitment to a quality legislative
program with staff and facilities at the Kansas Bar Association's
Topeka office. But staff cannot do the job alone.
Lawmakers want input from knowledgeable professionals. Exerting
the influence of our collective membership is a membership
responsibility and the central role we all play in the legislative
process.
This guide explains part of our current Legislative Policy.
The views expressed represent a structured system of disseminating
KBA Board of Governors policy positions. Some issues require
only generalized statements; others a more specific analysis.
The formation of legislative positions is a year-long process
to identify, formulate and disseminate the most timely Kansas
Bar Association Legislative policies.
KBA members may disagree with specific positions taken by
the Association. If so, you are encouraged to work with
the KBA's internal legislative process and help affect future
Association policy on issues. Each Section of the KBA is
represented on our Legislative Committee. If you have an
issue you want considered by the KBA, contact your Section
President or the KBA's Legislative Counsel. Of course, KBA
legislative positions do not affect your actions nor should
they inhibit your personal legislative contacts.
We hope our members will sign up for the members only section
on the website to receive the KBA Legislative Bulletin "OYEZ
OYEZ" online. This is the KBA's quickest way of bringing
weekly updates on news concerning the practice of law and
legislative action. And look for topical summaries of legislative
matters in the Journal of the Kansas Bar Association.
