Truth and Consequences—Looking Back at the 2014 Legislative Session, Looking Towards the 2014 Elections and Looking Forward to the 2015 Session

This session will look at the political environment and insurance legislation passed during the 2014 Legislative Session as well as at the fall elections and its impact on the 2015 Session and insurance issues that are likely to arise.

Unclaimed Property Audits and Insurance Companies: 2014 Updates and the Future
Timothy J. Langland, Kansas City Life Insurance Company,  KCMO

The presentation will educate the audience as to the current issues related to unclaimed property audits of insurance companies and the related settlements. It will examine the history of unclaimed property laws and the new laws or regulations enacted in response to this issue. It will also examine recent litigation related to these audits, as well as any potential future actions by legislatures, regulatory agencies or private litigants.

Health Care Reform Update:  The ACA's Greatest Hits of 2014, Volumes I and II (including election-year blockbusters such as: "Are They Hobbyists or Lobbyists?"; "Subsidies: Here Today, Gone Tomorrow?"; and the ever-controversial, chart-topping "You Can Keep What You Have (Until We Take It Away) )

This presentation will review the year's major topics in health care reform, including contraception, subsidies in the federal exchanges, same-sex marriage, "transitional" policies, and other regulatory and judicial guidance impacting the insurance industry.  Significant rulings, regulations, and key guidance expected this fall and in 2015 will also be discussed, as the Affordable Care Act continues toward full implementation.

Marlee S. Carpenter, Bright & Carpenter Consulting Inc., Topeka

Carpenter has fifteen years of experience lobbying state legislative issues in Kansas.  In 2008, Bright and Carpenter Currently, Bright and Carpenter Consulting represents clients at the Kansas Statehouse, manages two statewide associations and works with candidates for the Kansas Legislature.  Bright and Carpenter Consulting focuses on business issues, specifically state business taxes, insurance and human resource issues  Carpenter graduated with a bachelor’s degree in history from Wichita State University and received her law degree from Washburn School of Law in 1999, with Deans Honors. After graduation, she took a government affairs position with the Kansas Chamber of Commerce working her way up to lead lobbyist.  Carpenter left the Chamber in May 2008 to begin work as a contract lobbyist with her business partner Natalie Bright. She is active in many business and civic organizations in both the Topeka area as well as statewide. She resides in Topeka, Kan.  She is married to Thad Carpenter and has two children, Paige and Haley.


Brenda Clary, Kansas Insurance Department, Topeka

Clary has held the position as staff attorney for the Kansas Insurance Department from 2003-2005, and again from 2010 to present. She is primarily responsible for agent licensing and disciplinary matters and criminal prosecution of insurance fraud and related crimes. Other legal experience includes being an assistant district attorney in Douglas County, an assistant attorney general in civil litigation, a disciplinary counsel for the Kansas State Board of Nursing and a research attorney for the Kansas Court of Appeals.


Timothy J. Langland, Kansas City Life Insurance Company,  KCMO

Mr. Langland received his undergraduate degree from the University of Kansas in 1991 and his law degree from Washburn University School of Law in 1996. He has insurance certifications from the Life Office Management Association (Fellow), the American University (Chartered Licensed Underwriter) and currently holds a Series 24 (Registered Securities Principal) with FINRA. Mr. Langland is currently employed as the Chief Compliance Officer and Associate General Counsel for Kansas City Life Insurance Company. He is licensed to practice law in both Kansas and Missouri.


Scott H. Raymond, Blue Cross & Blue Shield of Kansas Inc., Topeka

Mr. Raymond has been employed as in-house counsel at BCBSKS since 2004 and has served in his current capacity as Assistant General Counsel and Director of Legal Services since 2008.  Prior to joining BCBSKS, he served as a research attorney for the Kansas Court of Appeals.  Mr. Raymond received his undergraduate degree from the University of Kansas and his law degree from the Washburn University School of Law.  He is also a member of the Leadership Greater Topeka Class of 2008, and serves as BCBSKS' representative on the Kansas Life and Health Guaranty Association board of directors.
