Judge Journey will review legislation enacted in the 2013  Legislative Session, including the origination of the new law, the modifications for its enactment, the goals it hopes to accomplish and portions of the law that are retroactive.

Hon. Phillip B. Journey, District Court Judge, Division 1, Wichita

Judge Journey graduated from Washburn University with an undergraduate degree in Business with an emphasis in Accounting and Economics. He went on to law school at Oklahoma City University, graduating in 1983. He was admitted to the Kansas Bar in 1983.

For 25 years, he practiced law as a solo practitioner, concentrating on criminal and traffic defense matters.  In 2003, Journey was appointed to fill an unexpired term in the Kansas Senate, and was then elected in 2004 and went on to serve the state of Kansas for five years.  He was elected to his current position in the 18th Judicial District in 2008.
