School Law Focus on Students: Discipline, Equity & First Amendment Rights
Presented by: Cynthia Lutz Kelly & Lori M. Church

Maintaining a school climate conducive to learning is a primary focus of teachers and school administrators.  This seminar will explore student discipline issues ranging from suspension and expulsion to constitutionally protected activity, including the use of social media.  Recent "Dear Colleague" letters from the Office for Civil Rights of the U.S. Department of Education addressing racial inequities in the use of exclusionary disciplinary options and enforcement standards under discrimination laws that apply to students will also be addressed.  


Cynthia Lutz Kelly, Topeka Public Schools, Topeka
Ms. Kelly serves as in-house counsel for Topeka Public Schools.  Prior to joining the school district staff, Kelly served as an attorney for the Kansas Association of School Boards for more than 20 years.  A graduate of the University of Kansas School of Law, Kelly is the author of numerous publications on school law, including the Kansas Association of School Board’s Student Discipline Handbook. She is a frequent presenter on school law issues and a past chairman of the National Council of School Attorneys.  

Lori M. Church, Kansas Association of School Boards, Topeka
Ms. Church is an attorney with the Kansas Association of School Boards.
  Church graduated from Washburn University School of Law with honors in 2004.  After graduation, she joined a small law firm in Topeka, Kansas and was in private practice for six years prior to joining the legal department at KASB.  Church comes from a family of educators, both teachers and administrators.  As an attorney with the Kansas Association of School Boards, she provides legal services, seminars, legal publications and other educational services to school board members, community college trustees, and educational service center members throughout the state of Kansas.
